Cause:

This was addressed by Bug:8502249 and development confirmed this is not a Bug but a not supported configuration:

Running 32-bit Oracle Database server is *not* certified on Windows x64.

This is a not supported configuration.

It is possible to run a 32-Bit database on 32-Bit Windows running on a x64 processor, but if using a x64 operating system you should swap the Oracle software for the x64 version.

Solution:
This error occurs when we set the size of SGA target more than 1GB.

To decrease the size of sga target less than 1G
OR
Upgrade the RDBMS release to a 64 bit version if using 64 bit Operating System.
